New Regulation 2025: Mandatory Certificate for Property Valuations
Starting August 12, 2025, any property appraisal required before granting a mortgage must include a valid and registered energy performance certificate.
What is an Energy Performance Certificate (EPC)?
An energy performance certificate (EPC), also known as the energy certification of buildings, is an official document that evaluates the energy consumption of a property. It assigns a rating on a scale from A (most efficient) to G (least efficient).
The report assesses factors such as thermal insulation, heating and cooling systems, hot water production, and the use of renewable energy.
According to current regulations, Royal Decree 390/2021 and Royal Decree 235/2013, the EPC also provides tailored recommendations to improve energy efficiency, reduce CO₂ emissions, and support a sustainable future.
When Do You Need an Energy Performance Certificate?
Since 2013, an EPC is required to:
Sell a house, commercial premises, or building
Rent out any property
Carry out mortgage valuations (from August 2025)
